for some strange reason, I get now 
  Cannot load JDBC driver class 'oracle.jdbc.driver.OracleDriver'
even though the 
  -rw-r--r--  1 user user 1691855 2005-03-01 18:17 ojdbc14_g.jar
is in CATALINA_HOME/shared/lib

now, that I see this, it may well be connected with the marine color of 
http://struts.apache.org/userGuide/configuration.html#config_add

i.e. removing commons-pool-1.1.jar and commons-dbcp-1.1.jar from Apache 
Tomcat/5.0.19 commons/lib fixed it quite nicely.

But having the error message with more detail than the simple "Unavailable" 
would certainly have helped!
