I'm a bit confused - I don't see anything in this post that says that 
the "application" web.xml init param is still required to get struts to work.

I asked you the following question:

"Are you initialzing your messages resources using an init-param in the web-
xml?"

...and it was exactly that, a question to find out if you still had you're 
struts app messages resources configure through the web.xml - rather than the 
struts config. 

When I said...

So you need to add the following to your struts-config.xml

<message-resources parameter="smtpsExim"/>

...I should also have said "...and you can remove the application init-param 
from the web.xml"

Is that clearer?
