since in the above URL, the reference to "org.apache.regexp.RE" is very short
and http://jakarta.apache.org/regexp/ unfortunately doesn't really document much
- Suggestion:

1) mention http://jakarta.apache.org/regexp/apidocs/org/apache/regexp/RE.html 
   in the above URL
2) put the same URL also directly in the file validator-rules.xml file, e.g. add
as an explantory comment before
  <validator name="mask" ...
and
  <validator name="email" ...
