Thank you for documenting the issue Ted. You mentioned a boolean switch to
preserve backward-compatibility with existing formats, I'm willing to contribute
it if you accept the idea. Maybe the default behaviour could be later changed in
Struts 2.0.

What would be the best approach for implementing this switch ? A system
property, an application context parameter or a parameter in the struts-config
file ?
