This has been the behavior since the routine was first added
<http://tinyurl.com/3f4ag>, about two years ago, but I can't find the message to
which Oleg refers to see if there is a justification for using
applyLocalizedPattern. So, I have to assume there was a reason.

At this point, it's a backward-compatibility issue. If we change it, then
whatever localized patterns people might be using will break. 

Let's see if anyone on the User list has any suggestions as to how to discover
the correct pattern to use, or if other solutions materalize.
