This really is a pointless discussion in regards to Struts 1.x . :-D Also,
from the buzz about 2.0, actions will be quite different and the not
neccesarily backwards-compatible. So, we should save this discussion for a
few months down the road when we see 2.0 discussions emerging.

I'll throw in one thought, as well.

Having multiple instances of Actions doesn't really allow much anyway, since
ALL parts of a web app have to be reentrant.  By shifting the thread safety
issues down one level, I don't see much being gained.  Particularly in light
of the fact that Actions should be fairly lightweight, anyway.
