That's actually the way it works in Struts 1.0; however, there were two
problems:

* There are some race conditions in the Fast* classes
  on some JVMs that can cause corruption of the underlying
  data structures.

* Too many people were surprised/disappointed that you
  could reload the config (and even dynamically add and
  remove Action mappings) but changes to the actual
  classes were not picked up.
