logic:Iterate does not seem to support java.util.Set, contrary to documentation

Summary: logic:Iterate does not seem to support java.util.Set,
                    contrary to documentation
           Product: Struts
           Version: 1.1 RC1
          Platform: Other
               URL: http://jakarta.apache.org/struts/api/org/apache/struts/t
                    aglib/logic/IterateTag.html
        OS/Version: Other
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Documentation
        AssignedTo: struts-dev@jakarta.apache.org
        ReportedBy: Jason.Horne@sas.com

When iterating through a Set, elements are referenced using indexed properties.
However, the underlying implementation in BeanUtils only seems to support
indexed properties into arrays or implementations of java.util.List. The
logic:iterate documentation indicates that it works on Sets.

On the surface, this makes sense, since the order of the elements in a Set is
not guaranteed. However, I am using a SortedSet with predictable return order.

Since this is documented as such in BeanUtils, I submit that it is just an error
in the Struts documentation.
