If one only provides the name of a bean but no property, the empty tag throws an
exception that the bean is not found.  This is because the condition method
uncoditionally does

            Object value =
                RequestUtils.lookup(pageContext, name, property, scope);

while it should call RequestUtils.lookup(pageContext, name, scope); if property
is not defined.
