Looked at the Tomcat 5.0 build.properties.default files. They list the
libraries as follows:

Guess Struts can also decouple its dependencies and lower its support for
DBCP... Can't we make the 'type' attribute mandatory in 1.1, and let the users
choose to use DBCP at their discretion...
