If I define a field as minlength=3 and does not define it as required like:

              <field property="middleName"
                     depends="maxlength,minlength">
                  <arg0 key="middleName"/>
                  <arg1
                      name="maxlength"
                    key="${var:maxlength}"
                      resource="false"
                  />
                  <arg1
                      name="minlength"
                    key="${var:minlength}"
                      resource="false"
                  />
                  <var>
                    <var-name>maxlength</var-name>
                    <var-value>40</var-value>
                  </var>
                  <var>
                    <var-name>minlength</var-name>
                    <var-value>2</var-value>
                  </var>
              </field>

Then I'm supposed to be able to let it as empty. but the javascript will 
prevent me from doing that. only after I changed the validation_rule.xml, I can 
achieve this goal.
