Unfortunately, this cannot be fixed in a Struts 1.x release. The Servlets 2.2 
spec does not allow a wrapped request to be passed to the RequestDispatcher, 
which is why we have to unwrap before forwarding. As you noted, unwrapping 
causes the parameters for a multipart request to be lost.

The Servlets 2.3 spec does allow a wrapped request to be passed to the 
RequestDispatcher, so it will be possible to fix this in a Struts 2.x release. 
Therefore, I'm marking this as an enhancement targetted for a 2.0 Family 
milestone release.
