optionsCollection requires property while only name required?

Custom tag html:optionsCollection as defined in struts-html.tld requires the 
property attribute to be set. When providing the collection directly in a 
request-attribute, you're unable to use the optionsCollection tag because of 
this restriction. This is a configuration-bug and can be easily solved in 
the .tld file.

<name>property</name>
<required>false</required> // instead of true
<rtexprvalue>true</rtexprvalue>
</attribute>
