I've often wondered whether a facility like this would be useful. I didn't work
on it because I didn't have a clear application of it.
To clarify your request, when you refer to "action", you really mean "forward".
This can be deduced from the rest of your example and patch, I just wanted to
make sure that was clear.
If this were to be implemented, I've wondered whether the locale should be
specified in the "forward" element with a "locale" attribute, as opposed to
appending the underscore and locale to the forward name (as in your patch).
