EmptyTag and NotEmptyTag uses error key "logic.selector" which is specific to CompareTagBase.

If the "name" attribute is not set in "logic:empty" or "logic:notEmpty", it
gives the following error:

No selector attribute (cookie/header/name/parameter) was specified

These tags don't have "cookie", "header", or "parameter" attributes.  This error
property, "logic.selector", is the same one used in the tags derived from
CompareTagBase, all of which DO have those properties.

We need a new error string specific to the "empty" and "notEmpty" tags.
