By default, the form tag places the form in session scope, unless the form 
overrides with a scope tag, or the action mapping specifies a scope and it is 
not overriden by the form.  I tried this snippet of code in my application and 
it worked as expected, the first one didn't get the value because it defaulted 
to session scope, the second one did.

<jsp:setProperty name="newUserNameForm" property="username" value="testuser"/>

<html:form action="/newUserName" name="newUserNameForm"

<html:form action="/newUserName" name="newUserNameForm"
