As I've stated on the mailing list, I am not comfortable with bypassing the
controller servlet.  As it turns out, it's already possible to set things up to
"submit to a forward" without giving that up.  Consider the following
configuration file settings:

  <global-forwards>
    ...
    <forward name="Forward That Does Something" .../>
    ...
  </global-forwards>

  <action-mappings>
    ...
    <action path="/dosomething"
         forward="Forward That Does Something"/>
    ...
  </action-mappings>

Given that the requested feature is already available in a different form, plus
that fact that we're going to generalize the way that the path specified in the
<forward> is mapped to a context-relative URL (to deal with JSP pages in WEB-INF
better), I don't think we need to introduce any extra complexity to the
<html:form> tag.

Plus, doing things the way they are already supported insulates the page author
from a later decision to modify the configuration to directly invoke a real
Action instead.
