I've been staring at that one ...

My initial inclination is WONTFIX, because it seems counter to the basic
philosophy of Struts (submits always go to an Action) and redundant
(because Action names are already a logical mapping mechanism).  I can't
quite see a use case that makes this compelling -- but there might be one,
so I havent' closed the enhancement request yet.

Thoughts?
