The Struts Validator was recently moved (right before
beta 1) from contrib/validator to the main source
tree.  I don't know why the build isn't working for
you.  Those classes are in cvs.  Maybe your checkout
failed?  The ValidatorPlugIn is in the
org.apache.struts.validator package (along with
ValidatorForm, etc.).
