DefineTag uses setAttribute and causes an exception

Summary: DefineTag uses setAttribute and causes an exception
           Product: Struts
           Version: Nightly Build
          Platform: Other
        OS/Version: Other
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Custom Tags
        AssignedTo: struts-dev@jakarta.apache.org
        ReportedBy: wayfarer3134@yahoo.com

Some web pageContext instances do not allow using setAttribute(key, null) and
instead require (as is documented in the specification), removeAttribute. That
causes DefineTag to throw an exception on a null value. I have attached a diff
file that fixes this
