ActionServlet Refactoring

The attachment (id=886) contains an updated ActionServlet.java file and two new 
source files. I didn't submit a diff of ActionServlet, as the changes are quite 
dramatic. These should be buildable against the head branch by dropping the 
files into the src/share/org/apache/struts/action directory and rebuilding 
struts.

Please check the comments at the top of ActionServlet.java (just below the 
license header). They explain motivation, design, next steps, etc.

This is my first submission. If I screwed up massively, please accept my humble 
apologies. :)
