It's important the public identifier part of the DOCTYPE matches the one
used when registering the local dtd. 
The part in quotes after PUBLIC and before the URL is used when registering
the local DTD. 

<!DOCTYPE struts-config PUBLIC "-//Apache Software Foundation//DTD Struts
Configuration 1.0//EN"
          "http://jakarta.apache.org/struts/dtds/struts-config_1_0.dtd">
