Please note that actually only IPMC member votes are binding [1].

Which in no way makes PPMC or other community votes less valuable, as without
proper PPMC and community 'binding' there is not much point in releasing anyway.

An official ASF (podling) release requires at least 3 formally binding votes.
Votes cast by a podling mentor, as an IPMC member, are binding.
