Thanks for the info Nirmal.

I'm thinking of creating a stratos docker image where a user can run
the image, passing environment variables to configure a single
provider at runtime.   If the user wants to have multiple providers,
they will need to rebuild the stratos docker image with a customised
cloud-controler.xml.
