It probably depends on the project.  Each project should have a webpage
listing their various lists (ex:
http://cloudstack.apache.org/mailing-lists.html and
http://deltacloud.apache.org/contact.html )

If you just want the various dev and user communities to know, you might
want to send to different lists for each project.
