AFAIU:
#  the secretary of the ASF registers all nominations for membership (that is what I got from threads elsewhere). 
# and 2ing a nomination is a vote (which requires only one +1, and -1 are not counted).

This seems to be applicable too for board nominations. 

The simple process:
# a member nominates (through emails to secretary@a.o.)
# secretary of ASF collects all nominations, informs (prior to meeting) ASF Members of nominations, calls for (2ing) vote
# secretary of ASF publishes outcome of 2ing on each nomination (prior to meeting).
# secretary registers each 2ed nomination in ASF STeVe for upcoming meeting.
