Daniel Gruno resolved STEVE-41.
    Resolution: Fixed

This has been resolved in r1736759 + r1736760. 
V8 (WebKit's Javascript Engine) has a sorting bug which means we had to tell it more explicitly
how to sort based on issue titles. I have tested that the changes work, and am satisfied that
this issue has been resolved.

As a bonus, the sort also applies to the front page as well as the admin interface.

9.0.3 gives one order, while Mac/Chrome 49 gives a different (yet consistent) order.  Neither
order is by first or last name, nor by overall ballot name (i.e. including the "ASF Membership
nomination" part).
