The sorting on the "Bulk YNA voting for:" page is inconsistent depending on browser used.
 It's also not using any sort key that I can figure out.

After voting on all issues in current member election, going to the bulk page on Mac/Safari
9.0.3 gives one order, while Mac/Chrome 49 gives a different (yet consistent) order.  Neither
order is by first or last name, nor by overall ballot name (i.e. including the "ASF Membership
nomination" part). 

This is important for usability because the order also does not match the nominated-members.txt
file order, which is what many users might be using to review data before actually voting.

Note: it is possible that Safari is trying to sort based on the hash for each individual issue,
while Chrome is... I dunno what Chrome is sorting by.
