I clarified my request offline, and I'm now capturing that clarification here:

independent of implementation, what I was hoping would happen:

1) there would be an authenticated and constant URL, such as https://vote.apache.org/my-invites
2) that page would return a list of open elections that that individual had been invited to
3) those page would be in HTML format, so traversing to those links would be a matter of clicking

The above would be in addition to the current emails that are sent out, and not intended to
replace them.  People who successfully get the emails would continue to be good to go.  Those
that have their emails eaten by spam filters or the like will have a reliable means to retrieve
them.  The hope is that this change would eliminate most of the emails to voter@.

technical issues identified during that discussion:

1) the current API for backend databases doesn't expose a means to do the query required
2) mapping of LDAP it to email is ASF specific, and not readily doable using only LDAP.  At
the moment it requires a combination of the foundation/Meeting/*/record files and foundation/members.txt
