[MSVC] use __declspec(noreturn) where __attribute__((noreturn)) is used

                 Key: STDCXX-1006
             Project: C++ Standard Library
          Issue Type: Improvement
          Components: Build and Installation
    Affects Versions: 4.2.1
         Environment: MSVC 6.0 and better
            Reporter: Martin Sebor
            Assignee: Martin Sebor
            Priority: Minor
             Fix For: 4.2.2

As noted in this [comment|]
on STDCXX-890, we can and should use Visual C++ [{{\_\_declspec(noreturn)}}|]
to declare functions that do not return to the caller to avoid warnings and to help the optimizer
generate better code.
