Issue [695|http://www.open-std.org/jtc1/sc22/wg21/docs/lwg-defects.html#695] changes the access
to {{ctype<char>::classic_table()}} from protected to public. We need to follow suit.
This can be done in 4.2.2 for all compilers except MSVC (and Intel C++) on Windows which mangles
the access specifier into the name of the function. We might need to guard the fix with {{\_RWSTD_NO_EXT_CXX_0X}}.
Ugh.
