I was actually thinking of the catalog cache forgetting it was unrelated to the locale cache.
But it seems that both should be exercised. I.e., the test should create multiple named locales
just like all the others do, and it should open enough distinct catalogs to exercise the 8
slot catalog cache even in the presence of optimizations involving pathnames.

Good point about the pathnames! To avoid any overhead at all, we would need to traverse {{NLSPATH}},
 [{{stat()}}|http://www.opengroup.org/onlinepubs/009695399/functions/stat.html] the file,
and compare inode numbers. Of course, since this is just an optimization so we wouldn't need
to go all the way. We could just cover an easy subset of the possible cases (using {{strcmp()}}).
If you think this would be a worthwhile enhancement (remember that most exceptions make use
of the facet) let's create a new issue for it and treat it separately from this one.
