I'm not sure what Travis meant by "responses would appear the
same" but I expect issues@stdcxx.apache.org to be a read-only
list akin to commits@stdcxx.apache.org. People's comments on
posts sent by Jira to the list will be directed (via Reply-To)
to dev@stdcxx.apache.org.

Does this make sense?
