This would be a very rare, very exceptional occurance. Also, perhaps the president has a project for the ASF's own infrastructure under his jurisdiction, and decides that it should be a project rather than an infrastructure effort. Mostly, it's a project with a related interest, or defaults to infrastructure's pmc if not. Bill
