more execution memory by reclaiming evictable storage memory. If the storage memory usage
is less than maxMemory, then there's a possibility that no storage blocks will be evicted.
This is caused by how {{MemoryStore.ensureFreeSpace()}} is called inside of {{StorageMemoryPool.shrinkPoolToReclaimSpace()}}.
