It’s showing about 50% of 183.128.0.0-183.170.255.255 as being in the US.  But APNIC says
183.128.0.0/11 is CHINANET.

The licensing has changed.

Also, a lot of other packages (like xtables-addons) have pivoted away from the MaxMind database.
