OK so that leads me to 2 questions:

Why doesn't dnswl just allow big nameservers like Google?  Surely they 
know they're legit and lots of people use them.

Why does this work from my Windows box at home which is using Google's 
nameservers?
nslookup 40.152.71.64.list.dnswl.org
Server:  google-public-dns-a.google.com
Address:  8.8.8.8

Non-authoritative answer:
Name:    40.152.71.64.list.dnswl.org
Address:  127.0.6.3
