The hits in your debug output show SURBL hits, just as you manually
checked SURBL.

The custom scores are for URIBL hits.

These are not the same URI blacklists, as clearly shown by the rule
names you quoted. (Granted, the generic URIBL prefix might be slightly
confusing, though.)
