This last suggestion revealed that a variable
  $Mail::SpamAssassin::Conf::COLLECT_REGRESSION_TESTS
is not declared anywhere (no my(), our(), use vars).
Perl doesn't notice the omission because a full name is used.
Changing it to $COLLECT_REGRESSION_TESTS within the
Mail::SpamAssassin::Conf.pm allows perl to notice the error,
so I had to back this one off.
