in Mail::SpamAssassin::Conf:

"Mail using the *character sets* that are allowed by this option will not be
marked as possibly being spam in a foreign language."

That clearly sounds like a Whitelist, and should be revised.

A more correct statement would be:

"Mail using *character sets* which are not allowed by this option will
be penalized and possibly marked as spam in a foreign language."

Or is it really:

"Mail using no *character sets* which are allowed by this option will
be penalized and possibly marked as spam in a foreign language."


Note the subtle difference. but if ok_locales is "en" and a message matches "en
fr" will it be marked as CHARSET_FARAWAY? If so, then the second correction is
the right one to use, if not, the first one.
