Well, this is an exactly duplicate of bug 5219, since it is bug 5219. :)

If you meant bug 4822, yes, this is also a duplicate issue.  In 3.1 rawbody
tests against lines, in 3.2 rawbody tests against the whole part at once. 
Making a test message w/ your provided html snippet and testing with your rule
produces a hit in 3.2:

[7959] dbg: check: tests=BODY_ON_LOAD,[...]

Since this has already been dealt with, I'm closing (again) as a duplicate.
