[~radu] Most of us seem to use an Apache email address; we can easily identify those email
addresses which are used for voting that are not Apache email addresses and just enumerate
them in the tooling as a configuration. Even if each PMC member would use an alternate email
address its still just a few we have to list and they are not constantly changing.
So instead of finding out a clever way to identify those addresses we simply list them
