You might want to build it in the docker as follows:
 * nvidia-docker run  -it nvidia/cuda:8.0-cudnn5-devel-ubuntu16.04 /bin/bash
 * apt-get update
 * apt-get install -y build-essential git python-pip libfreetype6-dev libxft-dev libncurses-dev
libopenblas-dev gfortran python-matplotlib libblas-dev liblapack-dev libatlas-base-dev python-dev
python-pydot linux-headers-generic linux-image-extra-virtual unzip python-numpy swig python-pandas
python-sklearn unzip wget pkg-config zip g++ zlib1g-dev libcurl3-dev cmake curl unzip dh-autoreconf
vim
 * git clone [https://github.com/junzhezhang/incubator-singa.git] &&  cd incubator-singa
&& mkdir build && cd build
 * export LD_LIBRARY_PATH=/usr/local/cuda-9.0/lib64:$LD_LIBRARY_PATH &&  export CMAKE_INCLUDE_PATH=/usr/local/cuda-9.0/include/:$CMAKE_INCLUDE_PATH
&& export CMAKE_LIBRARY_PATH=/usr/local/cuda-9.0/lib64:$CMAKE_LIBRARY_PATH
