This bug happens only with Python 2. 
The argument encoding='latin1' is required for Python 3, so it can't be removed.
Instead, the solution must work for both Python 2 and Python 3. For example:

        try:
            cifar10 = pickle.load(fd, encoding='latin1')
        except TypeError:
            cifar10 = pickle.load(fd)          
{code}
