For (1)b, users have to create a new class to override the **Construct** function. It makes
the process more complex. Hence, I think (1)a would be better.

If you use Boost to implement Builder::AddLayer(LayerType...), then you have to declare this
function with a long list of arguments. It may be better to create an individual helper function
for each layer, e.g.,

class InnerProductLayer : public Layer {
 public:
  static LayerProto Config(...);
}


With the above layer configuration methods, we can then configure layers of a whole (or partial)
model together like Chonho has shown in the example for MLP.
