When building the webapp, the annotations jar ends up in the war. Someone tried to keep it
out of there by adding a <scope>compile</scope> to the various poms using it.
Due to the maven 'logic', "compile" is the default scope, putting the jar everywhere (this
is also the default scope). What you actually want is having it *only* in compile scope. Which
is the "provided" scope.  This probably should be changed, unless it is instrumental that
the annotations are available at runtime (which shouldn't be the normal case).
