It should work. Try:

java -Djava.util.logging.config.file=logging.properties ...

where logging.properties contains:

handlers= java.util.logging.ConsoleHandler
.level= INFO
java.util.logging.ConsoleHandler.level = FINER
java.util.logging.ConsoleHandler.formatter = 
java.util.logging.SimpleFormatter
org.jcp.xml.dsig.internal.level = FINER
org.apache.xml.security.level = FINER
