It's due to the Id being a wsu:Id.  So it's not caught by the
"workaround" inside the library.  However the
"registerIdAttributeNameNS" can be called within DSIGSIgnature to add
the particular attribute to the "cheat" list :>.

There isn't a command line switch within templatesign to do that, but
I'm sure we could do something around it.
