Steven,

In your roller-custom.properties file you can add something like:

#==============================================
# comma-separated list of top-level categories to be created in each new 
weblog

newuser.categories=General,Life,Friends,News,Learning,\
Fun,Sport,Culture,Events

#==============================================

Obviously with your own category names!

Also, for each individual weblog you can set the default category for 
each post, which is useful if you use a weblog client for your posts 
(like w.blogger)

So in the blog configuration page, under "Weblog Client API >> Category 
for posts received via clients " set this to the category you want as 
default.
