The second form is correct, but you don't need the quotes.

If I create a custom page with this content:

   <html><body>
   $model.getRequestParameter("test")
   </body></html>

And then call that with this URL:

   http://localhost:8080/roller/daveblog/page/params?test=foo

I see this in the browser:

   foo
